Minutes of the Dunnington Parish Council Meeting held on 11th October 2021 at The Tower Room at St Nicholas Church at 7.30pm

 

Present: Cllrs G Shaw, J Brooks, S Hardwell, K Jackson, M Thompson, L Turnbull, D Swallow and M Ruston

Ward Councillor M Rowley and M Warters attended. Two members of the public attended.

Also in attendance were two officers from North Yorkshire Police.

1                       FORMALITIES

1.1                 Parish Council received apologies for absence given in advance of the meeting from:

Cllr A Dykes – Holiday

Cllr N Ford – Work commitments

Cllr J Maggs – Illness

Cllr Z Rees-Gay – Childcare needs

1.2                 Parish Council approved all apologies and reasons for absence

1.3                 Previous Meeting Minutes 13/09/21 were approved

Cllr J Brooks confirmed her interest in item 5 as already shown on the register of interests

2                       EXCLUSION OF PRESS AND PUBLIC

2.1                 The Parish Council resolved to exclude the press and public, from the meeting for any item where the publicity of the matter being prejudicial to the public interest or by reason of the confidential nature of the business to be transacted or for other special reasons

3              PUBLIC PARTICIPATION

Two members of the public spoke in respect of item 5

4                 POLICE REPORT

4.1          Two officers from North Yorkshire Police attended and gave a summary of the last months     incidents. They advised that residents should continue to be vigilant following the recent spate of burglaries in the Osbaldwick area and advised residents to keep doors locked, install video doorbells/CCTV and not to leave possessions on display.

They confirmed that NYP can only deal with double yellow parking offences if they observe the offense at the time of the incident.

It was confirmed that NYP are happy to work with YCC, if required, to deal with any possible anti-social behaviour issues.

 

5                 OPTION TO PURCHASE FIELD

5.1          The Parish Council did not discuss an update to this matter

5.2          The Parish Council agreed to defer this matter

 

6           DONATION TO ROYAL BRITISH LEGION

6.1   Parish Council discussed and agreed to a donation of £100

 

7                 ALLOTMENTS

7.1          The Parish Council approved the terms of reference

7.2          Cllr M Ruston gave an update on the geo-mapping option. The Parish Council agreed to ask the allotment group to look at remeasuring and renumbering the allotments as an alternative way forward.

8           VARIOUS WORKS ON PARISH COUNCIL LAND

8.1          The Parish Council voted to approve these works              

9             SPEEDING UPDATE

The Parish Council agreed to take this forward to next months agenda due to relevant Councillor’s absences

10           PURCHASE OF NEW DEFIBRILLATOR PADS

10.1        The Parish Council discussed and voted to purchase two sets of new defibrillator pads

11           REQUEST FOR CHRISTMAS TREE ON THE GREEN

11.1        The Parish Council agreed in principle. Further information is required from the PC insurers. The Clerk will make enquiries with the insurance company.

12           MICROSOFT PACKAGE – CLERK LAPTOP

12.1        The clerk clarified that this has now been rectified.

13           ADOPTION OF POLICIES

13.1        The Parish Council agreed to adopt the new Records Management Policy

13.2        The Parish Council agreed to adopt the new Equal Opportunities Policy

14           FINANCE AND CORRESPONDENCE

14.1        Full updated accounts and accruals to date for 2020/21 as below. The Parish Council agreed that an updated accounts and accruals to date would be sent out by the Clerk on the day of the Parish Council meeting

 

ACCOUNTS

 

Additional items of income were a Cemetery interment fee £255.00.

Additional items of expenditure were additional PC expenses of £243.78 for a cupboard and shredder. Waste disposal cemetery £20.52, Playscheme costs £3332.40, Clerk training costs £22.50, Zoom costs £14.39 and Clerk salary (incoming clerk) £649.52

14.2        The Parish Council approved all cheques to be signed and approved cheque list showing two signatures by two Councillors.

14.3        The Parish Council approved the adoption of the Review of Effectiveness of Internal Audit 2020-21

15        PLANNING - Ongoing Applications          

15.1        OS Field 2800 Eastfield Lane Dunnington York - Erection of 78 dwellings,                 landscaping, public open space and associated infrastructure

The Parish Council discussed the recent approval of this application. The Parish Council decided that the Planning committee should investigate the Parish Councils options and report at the next Parish Council meeting. It was agreed that if there are any applicable time pressures then an extraordinary meeting would be called. The Parish Council agreed that they have always opposed this application and would like to move forward with an appeal if that is possible.

15.2        Ridgeway 2 Greencroft Court Dunnington York YO19 5NN - Single storey extension to side and rear following demolition of existing garage

15.3        Highthorn Stamford Bridge Road Dunnington York YO19 5LN - Conversion of the existing agricultural building (located in field to the north east of Highthorn) to form 1no. dwelling with associated works and infrastructure; and change of use agricultural land to domestic curtilage. Alteration and widening of the vehicle access from Stamford Bridge Road
